The Government of Haryana, Revenue & Disaster Management Department has issued instructions regarding
disposal of pending mutation (intkal) cases. Below is a simplified, public-friendly summary.

  • Special Mutation Camps on 27 Dec 2025, 3 Jan 2026, and 10 Jan 2026.
  • Old registered deeds where mutation was not entered earlier: mutation to be entered deed-wise; latest fee from present owner.
  • Ten-day notice rule (notification dated 16.03.2021) will not be enforced until Web-HALRIS auto-generation system is implemented.
  • Mutation based on registered documents to be entered immediately after registration (without notice); objections as per law.
  • Inheritance mutations continue as per Haryana Land Records Manual.

1) Special Camps for Disposal of Pending Mutations

Wide publicity is to be ensured at State, District, Tehsil and Village level, including through
notices and Munadi.

2) Entry of Mutation Where Earlier Deeds Were Not Mutated

Where registered deeds were executed earlier without entry of mutations and subsequent deeds exist, the
Circle Revenue Officer (CRO) shall:

  • Enter mutation on the basis of each registered deed conveying ownership (case-to-case examination).
  • Charge the latest mutation fee for all such mutations from the present owner.
  • In case of non-payment, mutation fees shall be recovered as arrears of land revenue.

3) Ten-Day Notice Rule — Not Enforced for Now

The condition of ten days’ notice prescribed in the notification dated 16.03.2021
shall not be enforced till the system for auto-generation of mutations on the
Web-HALRIS portal is developed and implemented.

4) Mutation on the Basis of Registered Documents

Mutations based on registered documents shall be entered immediately after registration,
without issuance of notice. Any objection may be raised and decided as per the existing law.

5) Mutation of Inheritance

Mutations of inheritance shall continue to be entered and sanctioned strictly in accordance with the procedure
prescribed in the Haryana Land Records Manual.

6) Important Rule for Sale Deed Registration

No sale deed shall be registered unless the name of the seller is mentioned in
Jamabandi or Mutation.
